Barrett Planning Senior Staff: Alexis, Judi, Sarah, and Jill

JUDI BARRETT, Owner & Managing Director

Judi Barrett is the founding principal and managing director of Barrett Planning Group LLC. She brings 35 years of planning and community development experience as a consultant and community and economic development professional with state and local government. Judi has devoted her career to building the capacity of cities and towns to solve difficult public policy questions and to develop effective leadership and advocacy skills. She has prepared and managed a variety of projects for public and private clients, including comprehensive and strategic plans, zoning revisions, housing studies, and more. She is well known for her work in affordable and fair housing policy and inclusionary zoning. A frequent panelist at regional and national conferences and a guest lecturer for planning programs, Judi is also a technical assistance resource and trainer for city and town officials and non-profit boards.

JILL SLANKAS, AICP, Principal Planner

Jill Slankas brings over ten years of experience in working with the public and private sectors in environmental planning, natural resource management, community engagement, and GIS mapping and analysis. In her role, Jill enjoys working with clients on the preparation of environmental documents, hazard mitigation planning, natural resource inventories and assessments, and implementing best management practices for sustainable land use planning. Jill has a Master’s degree in Watershed Management from the University of Arizona and a Bachelor's degree in Environmental Science from Marist College. In her spare time, Jill volunteers for the North and South Rivers Watershed Association, chairs the STEAM committee at a local elementary school, and coaches youth basketball.

SARAH MAREN, AICP, Senior Planner

Senior Planner Sarah Maren, AICP, has been a member of the Barrett Planning Group team since 2020. She has experience managing complex Master Plan projects and working with municipalities on planning and zoning issues, affordable housing, community engagement, and GIS mapping. She is a graduate of Clark University’s renowned graduate program in Community Development & Planning. Sarah believes that planning is important to ensuring that our communities evolve and grow in an equitable, healthy, and sustainable way. She earned her AICP certification in 2023.

ALEXIS LANZILLOTTA, AICP, Senior Planner

Senior Planner Alexis Lanzillotta, AICP joined Barrett Planning Group in 2018 after enjoying a twelve-year career as a public school teacher. She brings many of the skills cultivated in the classroom to her role as a project manager for Barrett Planning Group, particularly in creating educational materials for clients and designing community engagement opportunities that foster participation, collaboration, and enthusiasm among attendees. Alexis has designed sophisticated workbook tools for the firm that can efficiently organize and analyze data from public sources and select proprietary services. She is also the firm’s team leader for graphic communications, using tools like Adobe Illustrator to provide polished graphics for community engagement events, public meetings and hearings, and final reports.

WILLIAM DOWNIE, Housing & Community Development Planner

Housing and Community Development Planner Will Downie came to Barrett Planning Group from Clarke Caton Hintz, where he worked while earning his Master of City and Regional Planning degree from Rutgers University. He specializes in urban planning and housing, community development, neighborhood revitalization, and comprehensive planning. Will believes that planning can help communities become more resilient, affordable, just and equitable places that work for everyone who lives there. His areas of expertise include assisting local government clients with planning and zoning issues, affordable housing, community engagement and research, data analysis, and comprehensive planning.

LILY KRAMER, Community Planner

Lily Kramer first came to Barrett Planning Group as an intern, as she was finishing a joint master’s degree in environmental economics and urban planning from Tufts University. After graduation, she joined Barrett Planning Group full time as a Community Planner. Lily specializes in data analysis, GIS mapping and analysis, climate change, and comprehensive planning.

TONY DUONG, Community Planner

Tony came to Barrett Planning Group from Tufts University pursuing his Master’s degree in Urban & Environmental Policy & Planning and graduating in February 2024. In this program, he conducted innovative research, navigated grant applications, and instructed fellow peers on design softwares in built environmental contexts. These experiences cultivated his proficiency in research writing, data visualization, conceptual rendering, and three-dimensional modeling; creating materials concisely to communicate information but artfully to communicate a story. Prior to graduate school, he specialized in green and environmental infrastructure and has since transitioned to focus on planning for affordable housing, active transportation, public spaces, and equitable design. This variety of interests are fundamental to his holistic approach in helping communities plan for sustainable and livable futures.

ALISA ZIMMERMAN, Community Development Program Manager

Alisa Zimmerman is the Community Development Program Manager for Barrett Planning Group. She manages all aspects of the Community Development Block Grant (CDBG) program by providing guidance on the requirements and regulations for the use of federal funds for CDBG programs and activities within surrounding communities. Alisa has over ten years of experience in the legal industry and three years of experience in school administration. Alisa earned her Bachelor of Arts in Sociology from Villanova University, and her background in document preparation and data management, as well as her ability to provide top level administration support and assistance, are assets to the Barrett Planning Group team and the clients we serve.

MEREDITH BARRETT, Executive Assistant

Meredith Barrett joined the Barrett Planning Group team in 2020 and keeps everything running smoothly in the office as Executive Assistant. After enjoying a long-term career in the hospitality industry, Meredith earned an Associate Degree in Business Administration-Accounting to supplement her Bachelor of Science in Mathematics from the University of Massachusetts at Dartmouth. In addition to her administrative responsibilities in the office, Meredith conducts research and data analysis and she provides client support for a variety of projects, including grant management and administration. We could not operate without her!
