2020-2024 Five Year Consolidated Plan and 2020 Annual Action Plan

Barrett Planning Group partnered with the Barnstable County HOME Consortium to update their Consolidated Plan and Annual Action Plan, requirements as a recipient of the federal HOME funding. The Five-Year Consolidated Plan combines the requirements for four HUD grant programs into a single plan. For HOME Consortia, the plan focuses on housing needs and market opportunities, and programming of HOME funds to address the needs that exist in member cities and towns.

Barrett Planning Group developed a plan of services that included a citizen participation plan (CPP), needs assessment, housing market analysis, and strategic plan. In addition to project management and oversight, we worked with the Consortium and Community Development Block Grant (CDBG) Entitlement representatives on Cape Cod to meet all requirements for HUD’s approval.

The 2020-2024 Plan serves residents in need of affordable housing across Barnstable County, highlights new housing goals, and identifies ways to make the best use of the existing housing service delivery structure. Based on feedback from residents, staff, volunteers, Cape Cod housing providers, and non-profit health and human services providers, the Consortium decided to focus on providing affordable ownership and rental housing, growing the number of year-round households, and diversifying the housing stock.

Barrett Planning Group submitted the Consolidated Plan and AAP to HUD and secured HUD’s approval on behalf of the Consortium.
